Design of the Greater Downtown East Moline Revitalization Project launched in June 2023. The City of East Moline is working with a design team to develop proposed improvements and engage stakeholders and the public throughout the process.

 

Throughout 2023, the project team will gather information about the project area and develop preliminary designs for improvements such as streetscaping, sidewalks, roadway treatments, lighting, signage, and bike and pedestrian paths.

 

The City established an Advisory Committee to provide input on proposed improvements and designs throughout the duration of the project. This committee consists of community leaders from East Moline and the Quad Cities; representatives from various community organizations, agencies and transportation organizations; and residents and representatives from major businesses impacted by the project.

 

To assist in the development of a cohesive brand for the entire Greater Downtown area that enhances continuity, the project team brought small Focus Groups together in Summer 2023 to gain feedback on the overall character, experience, and brand identity desired for The Bend, The Rust Belt area, and Downtown (15th Avenue).

 

Advisory Committee meetings and Public Meetings will be held to seek feedback and assist in refining proposed improvements and designs. The project team aims to develop final designs for improvements by the end of 2024 and begin construction in 2025.
